About ROD WINDOVER

I live, play and work in Ottawa. I was born in Edmonton, Alberta.

My two adult children were both active as amateur athletes growing up. My son competed in track and sledge hockey and my daughter played ice hockey and soccer.

My strongly held personal philosophy is that positive sport experiences are ideally suited for youth and adolescents as part of embracing a lifelong commitment to physical and mental well-being. I also believe that recreational and high performance sport opportunities contribute toward healthy and engaged communities, and nations.

I had a long, rich and varied public service career with many federal departments. Among these, I am most proud of the contributions I made at the Secretary of State and later at Canadian Heritage.

At the Status of Disabled Persons Secretariat following Rick Hansen’s Man in Motion World Tour; I was a key team member in creating a national awareness and action grass-roots campaign to improve the lives of persons with a disability.

Following this, for 20 years, I was involved in policy and program work in amateur sport at the national level.

I started at Sport Canada at the Department of Canadian Heritage in 1993. In 2000, I was employee number one, selected as the Policy Manager for the newly created Federal Bid Secretariat. I was part of the small team which first supported Toronto’s Bid for the 2008 Olympic and Paralympic Games. Following the Games award to Beijing, my colleagues and I worked on the Bid by Vancouver and Whistler for the 2010 Winter Games and eventually the hosting of the Games (2003-2010).

I wrapped up my career with Canadian Heritage with a two year pre-retirement assignment. During this time I conducted hundreds of interviews and wrote case studies on the role of local, regional and the national governments in supporting the hosting of the 2010 Winter Games.

The case studies are available in the Institute of Public Administration of Canada (IPAC) case program inventory. This knowledge management initiative captures and shares lessons learned from 10 years of Canadian experience. This is a valuable legacy from 2010.

These tools are used by public officials and students of public administration learning how to organize complex, high-profile projects which require significant public sector investments and efforts. I lead a half-day workshop on collaboration for federal executives at Ottawa's Institute on Governance and their leadership development program. I also guest lecture at the University of Ottawa where two of my case studies are used in a graduate course on Organization Theory.

I hold a Master’s degree in Public Administration from Carleton University. I am proud that I earned my degree while holding down a full-time job and raising my family.

I have received a number of awards from many years as a dedicated volunteer in minor sport organizing at the community level.

I like to play. I am physically active and love to be outside in nature. I can be found with my kayak, canoe, or bicycles (road and mountain). In winter I love to snow shoe and ski cross-country in nearby Gatineau Parl. I practice hot yoga year round and attend spin classes in winter to stay in shape.

I fulfilled a long held dream and went trekking in the Nepal Himalaya in the fall of 2013. Not only was this my ‘game-changing’ way to mark my retirement; I celebrated my 60th birthday at Everest Base Camp (5340m). You can watch my video of this most excellent adventure by clicking the link below.
